Project Summary:

Miller Research has been commissioned to undertake the Inception and Mid-Term Evaluation of the IMPACT Operation.

IMPACT is an 8-year Operation to build and staff a semi-autonomous Research Institute that is a Centre of Excellence for Innovative Materials, Processing and Numerical Technologies at Swansea University.

The IMPACT operation will output:
• £24.6 million additional research funding secured
• 1 (5/6000m2) improved research infrastructure facility
• 65 new academic researchers
• 155+ researchers working in improved research infrastructure facilities
• 20 industrial collaborations

Once operational, IMPACT will provide the infrastructure for fundamental research (Technology Readiness Levels 1-3) in the fields of innovative materials, processing and numerical technologies.

By extending the current capabilities of Swansea University’s College of Engineering, IMPACT aims to increase its national and international competitiveness and so enable it to secure additional research income of £24.6 million. It also aims to enhance collaboration between academia and industry and contribute to Welsh Government’s target to overcome an identified shortfall of engineering scientists in Wales.

The Operation is part-funded by the European Regional Development Fund (under Priority 1, Specific Objective 1.1) through Welsh Government and Swansea University.

About Our Evaluation:
The Inception Evaluation (Summer to Winter 2017) involves a review of project documentation and relevant policy documents, scoping interviews, and the development of a Theory Of Change-based Operation Intervention Logic Model and a comprehensive Evaluation Framework.

The Mid-Term Evaluation (Winter 2018 to Summer 2019) will involve the analysis of the Operation’s monitoring data, workshops with delivery partners, engagement with beneficiaries, and an impact and counterfactual assessment.
