Miller Research was commissioned by Welsh Government in February 2023 to undertake an independent consultation analysis of responses to the Consultation on a draft Strategy for Public Engagement & Action on Climate Change 2022-2026. The consultation was undertaken in response to a commitment in Net Zero Wales (Carbon Budget 2)(Policy 16) to consult on a Public Engagement Strategy.
The consultation was launched in October 2022, with responses being accepted up until the 14th of December 2022. In addition to submitted consultation responses, a series of fringe events were held during Wales Climate Week (w/c 21 November 2022) and into December. These took the form of workshops hosted by partner organisations with strong links to young people, women, people with disabilities, people of colour, LGBTQ+ people, Welsh language speakers and lower socio-economic groups.
The consultation requested feedback from a variety of stakeholder types (including: individuals, environmental groups, industry and business stakeholders, marginalised groups, and more) on Welsh Government’s development of a new strategy for Wales which aims to set out a framework and provide guidance around how Welsh Government will:
- Engage people in climate policies that will affect us all and the communities in which we live,
- support people in taking action, and
- work with public and third-sector stakeholders and partner organisations to engage with people and communities across Wales on this important topic.
The analysis of consultation responses was completed in July 2023 with the submission of a final report outlining the findings of the consultation responses and fringe events, with qualitative analysis of key themes identified across responses, and quantitative breakdown regarding the various sentiments of responses and level of agreement with approaches taken within the Strategy. In parallel with the consultation feedback analysis, with regular catchups with the Miller team, Welsh Government refined the strategy further, and published the final strategy alongside the consultation summary report in July 2023.
