Since September 2023, all schools in Wales use the Curriculum for Wales (CfW) for learners up to and including Year 8, and they will gradually continue the rollout until 2026, when all learners at schools in Wales will be taught under the CfW. The CfW framework guidance is updated annually to reflect learning and developing best practice from the continuing CfW rollout across all schools and year groups. 

In October 2023, the Welsh Government commissioned Miller Research to analyse the responses to the ‘Continuing the journey’ consultation which provides guidance to replace the ‘Journey to Curriculum Rollout’ section of the Curriculum for Wales (CfW) framework guidance. We were also commissioned to undertake the engagement and consultation analysis on the requirements for schools’ offer to 14 to 16 learners.  

The Journey to Rollout consultation ran from September to November 2023 and provided an overview of the purpose of the guidance section, as well as “guidance around priorities for curriculum development and learning” and “practical expectations for iterative curriculum design.” The results of the consultation informed the update to the guidance in January 2024.  

The draft 14 to 16 guidance consultation ran for 10 weeks from February to May 2024. The document included a range of questions designed to gauge whether the policy intentions had been made clear, as well as the impact on the workforce, learners and other stakeholders. The parent and carer guide included a range of specially adapted questions in order to maximise opportunity for feedback from a parent and carer perspective. Alongside the official consultation, we conducted qualitative engagement through a series of focus groups with education practitioners, parents, carers and learners.
