In December 2023 Miller Research were commissioned by the Cwm Taf Morgannwg Early Years Partnership Board to conduct an evaluation of the impact of the Cwm Taf Morgannwg Early Years Transformation Programme.
The focus was on the progress made in relation to the identified priorities for the CTM EY transformation programme and provide evidence of how well the CTM Transformation Programme is delivering the vision set out in Prosperity for All; “to create a truly joined-up, responsive system that puts the unique needs of each child at its heart”.
The evaluation focused on the progress and impact achieved in relation to each of the 5 priority areas.
- Priority 1: Service user communication and engagement
- Priority 2: Organisational communication and engagement colleagues, and private and third sector organisations in the region.
- Priority 3: Sharing information and tracking progress
- Priority 4: Workforce development
- Priority 5: Quality provision and interventions
We answered 18 evaluation questions grouped under the 5 priority areas with a theory based approach to impact evaluation based on best practice set out in HM Treasury Magenta and Green Books and OECD evaluation criteria. It deployed mixed methods to gather a mixture of quantitative and qualitative data to inform the findings.
