Welsh Government required a broad range of support to consult partners and stakeholders on the draft Social Partnership and Public Procurement (Wales) Bill and to analyse responses to the public, online consultation. The consultation covered issues such as the scope and requirements of social partnership (between Government, industry and trade unions), the definition and extent of devolved powers to deliver against fair work objectives, issues with socially responsible procurement (including contract management) and the underpinning arrangements for delivery.

Miller Research convened a series of technical, themed workshops on different aspects of the legislation, in support of consensus building and identification of barriers to the successful passing of legislation and subsequent implementation. The workshops catered for a broad range of interests and levels of expertise and attracted attendance from the public, private and third sectors, with strong representation from trade unions.

A total of 85 responses were submitted to the online consultation, which laid out 26 questions relating to all aspects of the draft legislation. These were analysed by theme and stakeholder groupings to identify areas of agreement and contention. The findings were that, whilst there was substantial support for the provisions within the Draft Bill and widespread agreement about key elements of its content, there was extensive divergence on the detail of implementation and the extent of powers that should be assumed by Welsh Government.
