Stage 1 Evaluation

In late December 2020, Miller Research were appointed By Rhondda Cynon Taff County Borough Council to evaluate pilot activity in the borough as part of the Early Years Integrated Transformation Programme.

Since 2017 the Cwm Taf Public Service Board has been working with Welsh Government to address concerns about the coordination of programmes in the early years sector, aiming to increase the positive impacts on children, their families, and the wider community.

Rhondda Cynon Taff is piloting Flying Start delivery model that will see the delivery of a Resilience and Wellbeing Health Programme alongside the delivery of universal parenting support and early language support and a hybrid childcare delivery model via the Resilient Families Service.

Our role was to evaluate the pilot since its launch with the findings to be considered by the Cwm Taf Morgannwg health board, Rhondda Cynon Taff, Merthyr Tydfil, and Bridgend local authorities, and Welsh Government. We also developed an evaluation framework and a plan for the stage of evaluation, making recommendations for how and when this future evaluation should take place.
