In December 2023, Miller Research was commissioned by the Welsh Government to carry out an independent evaluation of its Export Support Programmes. The Welsh Governments Export Action Plan (ExAP) is a key part of Wales’s International Strategy, aiming to boost the country’s global profile, grow the economy through increased exports, and support businesses to access new markets.
The ExAP includes a wide range of support for Wales-based companies — from one-to-one trade development advice and overseas trade missions, to training and cluster programmes — designed to help both new and experienced exporters succeed internationally.
The two-phase evaluation examined how effectively these interventions are being delivered and the difference they are making to Welsh businesses and the economy. Through surveys, case studies with supported companies, and interviews with businesses, internal and external stakeholders, we assessed the reach, impact, and value for money of the support.
The evaluation found that the programme is highly valued by participating businesses, with many reporting increased confidence, stronger international connections, and tangible new export opportunities as a result of support. The expertise and responsiveness of Welsh Government advisers were seen as particular strengths, alongside the ability to tailor assistance to different business needs.
The evaluation also identified opportunities to raise awareness of the offer, streamline processes, and strengthen links between export support and other government initiatives to maximise impact. These insights will help shape the future of Wales’s export strategy, ensuring businesses have the networks, skills, and confidence they need to succeed in global markets.
