Background

Miller Research was commissioned in February 2024 by Welsh Government to analyse the responses to the consultation on the ‘Securing a Sustainable Future: Environmental Principles, Governance and Biodiversity Targets for a Greener Wales a White Paper,’ and conduct consultation focus groups with members of the public. 

Consultation Analysis and Focus Groups

Miller Research was commissioned in February 2024 by Welsh Government to analyse the responses to the consultation on the ‘Securing a Sustainable Future: Environmental Principles, Governance and Biodiversity Targets for a Greener Wales a White Paper,’ and conduct consultation focus groups with members of the public. 

The consultation ran for 12 weeks from January 2024 to April 2024 and sought views on the Welsh Government’s proposed Bill for an approach to environmental governance and nature recovery after having left the EU. The consultation was divided into three chapters; Environmental Principles, The Governance Body and Biodiversity Targets. Miller Research was able to use their considerable expertise to conduct analysis of responses in relation to these elements of environmental governance, as well as conduct five focus groups with individuals who may be less likely to respond to the formal consultation. This included:  

  • one online group with Welsh speakers  
  • two online groups with individuals with protected characteristics 
  • two face-to-face groups with those who were considered ‘digitally excluded’ 

Miller Research analysed the 1,171 responses received by the consultation alongside the views of the 56 participants in the focus groups providing Welsh Government with a thorough and nuanced understanding of the views of stakeholders to support them in amending the Bill and creating an environmental governance framework, tackling the biodiversity crisis.
