Background
Miller Research was commissioned by Neath Port Talbot College (NPTC) in December 2024 to deliver an outcome-focused evaluation of thirteen projects funded through the UK Shared Prosperity Fund (UKSPF). These projects, delivered under allocations from both Neath Port Talbot and Powys County Councils, aimed to support skills development, community engagement, and business growth in line with the priorities of the UKSPF.
Evaluation
The evaluation drew on a Theory of Change framework and included a desk-based review of project documentation, as well as interviews with project leads and delivery staff. This approach provided a detailed picture of project aims, delivery experiences, and emerging outcomes, and culminated in a final presentation to College staff to inform future funding activity.
Many of the projects focused on developing technical, numeracy, and employability skills, with strong outcomes in learner engagement, confidence building, and progression to further training. The evaluation highlighted effective collaboration with local businesses, community groups and partner organisations, as well as innovative approaches to learner recruitment and delivery. Several projects demonstrated lasting impact, including new course offers, strengthened partnerships, and enhanced visibility for the College across its communities.
Overall, the evaluation provided NPTC with practical learning and insight to support future externally funded initiatives, demonstrating the College’s ability to deliver strategic, community-centred programmes aligned with regional development goals.
