Dear First Minister and Members of the Senedd,

As Welsh B Corps and values-led businesses, we are writing at a pivotal moment for Wales.

During B Corp Month in March 2026, we brought together businesses from across Wales to explore how we can work collectively to support policy and systems change. What we heard was clear: Wales has a unique opportunity to lead in this space.

With a relatively small and connected ecosystem, Wales benefits from strong relationships, trust across sectors, and direct access to decision-makers. This creates the conditions for genuine collaboration between government and business to deliver change at pace.

At the same time, there is significant untapped potential. Many businesses are already delivering positive social and environmental impact individually, but far more could be achieved through a more coordinated, systems-wide approach.

A practical opportunity: aligning procurement with proven standards

Wales is already a global leader in embedding social value through legislation such as the Well-being of Future Generations Act and the Social Partnership and Public Procurement (Wales) Act 2023.

Public procurement is one of the most powerful levers within this system to deliver long-term economic, social and environmental value. However, current processes often require businesses to repeatedly evidence commitments that have already been independently verified, creating unnecessary administrative burden for both suppliers and contracting authorities.

B Corp Certification provides a rigorous, independently verified assessment of a company’s social and environmental performance, accountability and transparency. It offers a clear opportunity to simplify and strengthen procurement processes.

Our call to action

We call on the new Senedd Government to:

• Recognise B Corp Certification within procurement frameworks: Accept certification as verified evidence, reducing duplication and supporting more efficient decision-making.
• Streamline procurement for values-led businesses: Remove unnecessary administrative barriers that disproportionately affect SMEs and purpose-driven organisations.
• Embed trusted standards into socially responsible procurement: Provide clear guidance to procurement teams on using recognised frameworks to deliver policy outcomes.
• Create a structured route for ongoing collaboration: Establish regular engagement between the Senedd and the B Corp community to co-design solutions through roundtable events.

Building on what already works in Wales

Welsh B Corps are already delivering against national priorities, supporting fair work, strengthening local supply chains, and contributing to more sustainable and resilient communities.

As a sector, we are committed to continuous improvement. B Corp Certification requires regular reassessment, transparency, and demonstrable progress from one certification period to the next. Across our community, businesses are continually raising the bar, embedding better practices and strengthening their contribution to Wales’ well-being goals.

We also bring practical, delivery-focused experience. Many of us already work alongside Welsh Government and public sector partners helping to design, implement and evaluate policies that improve outcomes for communities across Wales.

A shared ambition

Now is the moment to better align Welsh businesses, their communities, and the Welsh Government.

Progressive procurement is also referenced in the Plaid Cymru manifesto, and this directly aligns with the Plaid Cymru commitment to ensure that contract bids are scored on community impact, social value and how they build capacity in Welsh businesses and develop local supply chains.

We welcome your aim to use public procurement to better support businesses in Wales, but wish to expand this to support better businesses in Wales.
